We know for a fact that recording accomplishments in HoM will somehow produce some kind of bonus or bonuses in GW2. You know this fact and the resulting conclusion others have reached. It isn't that hard to follow the reasoning without any further evidence at all.
Under what circumstances would there be absolutely no advantage to having full monuments? It doesn't matter whether the bonuses are tied to having a full hall, tied to each full monument, tied to a percentage-full scale, or tied to individual achievements. Under any scheme I can imagine for tying bonuses to HoM, there would be benefit to filling the monuments. I can't think of a case where this would not be true. Can you? If not, then following the prevailing assumption would seem to be betting on a sure thing.
But, if you really need more evidence, we also know that the HoM will transition to GW2 on an account-wide basis. What advantages are there in making HoM account-wide aside from allowing the filling of monuments without discouraging multi-character play? If there aren't any other advantages, then what is the point to making the change unless full monuments are important and the devs want to put it within reach of more players?

I'm gonna use this topic to ask a question reguarding the HoM changes. Will in this update, or any time in the future, weapons costumized to the HoM be able to be used by the other characters in my account, or will they remain costumized to the one that added them? I'd like to use my destroyer shield in my paragon, and at this point, if I want that I'll have to craft a second one...

Of course I can, otherwise I wouldn't have raised the question. Say for example you think the destroyer weapon art is just about the ugliest thing you've ever seen, and want no part of it in your GW2 experience. Say you fill that monument anyway, and it ends up "unlocking" bonus weapon skins that nearly fill your inventory when you're just trying to get one preorder item or something (think the current /bonus command, when you just want a Wolf's Favor or whatever and end up getting 23945067 other weapons in the bargain)
But I do take your point. My confusion I guess comes from the fact that there's really nothing (that I've seen) that gives any specific indication that a particular monument is "full", other than the option to rotate which contents it displays.

Again, I take your point, but it's the same as my answer above. You're operating under the (probably correct) assumption that full monuments are necessary for transferring to GW2. If, for the sake of argument, that turns out not to be the case, then there would even still be valid reasons for making HoM account-wide. Reasons that, it turns out, are almost exactly as you've stated them, just without the "full monuments" part: not discouraging multi-character play, etc.
The honor statue and how it changes once your HoM is "full" still seems the most compelling argument for this assumption, to me anyway.
